Joint Action Plan

The Joint Action Plan (JAP) developed by the EDAH project aims to address the current deployment gap in digital health in the European Union and harness the potential of health data for innovative medicine and future healthcare within the EHDS. 

The main component of the JAP is an Action Framework, which comprises a comprehensive and coherent set of measures based on the shared understanding of stakeholders across Europe regarding key activities needed to jointly advance the collaboration towards the aims of the EHDS in the next 5 years (2025-2029) and beyond.

The actions proposed in the Action Framework were defined based on five key domains:

1. Governance and Strategy

2. Legal and Regulatory

3.Interoperability and Technical Requirements

4. Literacy and Awareness

5. National Infrastructures for cross-border data exchange

The Joint Action Plan is structured into two parts:

1) The first part presents a theoretical background for the EHDS and the process of identifying the five key dimensions. It explores the rationale and structure of the Action Framework, as well as a stepwise approach to its implementation.
2) The second part presents the Action Framework, with Actions targeted at health clusters and innovation networks, as well as other players within the health ecosystem.

In addition to the Joint Action Plan, an evaluation model was developed to assess the readiness and maturity of each Member State for the EEDS.

The Consortium also had the following key objectives:

    • Monitoring the Presidencies of the EU Council and publishing Policy Input Reports. 
    • Monitoring of important initiatives related to the EHDS. 
    • Developing Case Studies on seven EU ecosystems represented by clusters/networks from Bulgaria, Belgium, Czech Republic, Hungary, Portugal, Spain, and Sweden.
